Very strange.  Does it make any difference whether other modifiers
such as num-lock are on?

Do the keyboard controls for things like hiding windows ("Alt"-CR,
for some value of "Alt") work?  The most obvious (i.e. probably
very stupid) explanation I can think of would be that the Alt key
mod has somehow got set to the keycode for Shift.
